Konferenca “Shqipëria Inteligjente – Prioritetet dhe Vizioni për të Ardhmen” – S3(Smart Specialization Strategy)
Bashkimi Prodhuesve Shqiptare ishte një ndër aktorët kryesore, të fazës më të rëndësishme për hartimin e strategjisë kombëtare S3 (Smart Specialization Strategy). Këto lloj strategjish janë idejuar dhe zhvilluar nga vendet e Bashkimit Europian, si një mjet i ri për nxitjen e inovacionit dhe zhvillimit rajonal.
Ekipi kombetar i S3, ku Bashkimi Prodhuesve Shqiptare luajti një rol mjaft aktiv, edhe nën kujdesin e veçantë të kabinetit të zv/kryeministres Balluku, zhvilloi 32 takime e diskutime (tryeza të rrumbullakëta dhe workshop-e) nga tetori 2022 deri në korrik 2023, ku u përfshinë 1,275 aktore të “Helikes së 4-fishtë” që janë: Qeverisja Qendrore dhe Vendore, Biznesi, Akademia dhe Shoqeria Civile.
Për të diskutuar rezultatet e arritura deri tani gjatë proçesit S3, dje nga ana e qeverisë shqiptare u organizua konferenca “Shqipëria inteligjente: Prioritetet dhe vizioni për të ardhmen”.
Edhe në organizimin dhe zhvillimin e kësaj konference, Bashkimi Prodhuesve Shqiptare ishte tepër i angazhuar.
Objektivat e diskutimit në këtë konferencë ishin:

Arben Shkodra të cilët u mblodhen me qëllim për të diskutuar mbi cilësinë e shërbimeve publike të digjitalizuara me fokus sektorin privat, duke nënvizuar progresin e bërë deri më sot dhe sfidat me të cilat përballen aktorët publikë dhe privatë lidhur me ofrimin e këtyre shërbimeve.



Job Fair 2023 – European University of Tirana (UET)
The Secretary General of the Albanian Manufacturers Union Mr. Arben Shkodra, was invited to the 2023′ Job Fair, organized by the European University of Tirana.
A significant number of companies from different sectors participated in this fair, such as: real estate, banking sector, construction companies, media, advocacy studios, architectural studios, etc., which already, through a tradition consolidated by UET, offer a well-oriented approach to place the student in the center of the labor market.
In his welcoming speech Mr. Shkodra emphasized the importance of undertaking such initiatives, which help in reducing the current shortage of about 60% of the workforce in the field of domestic production, through proper orientation of students.
This fair serves as a very good practical opportunity where students are introduced to the business world within the academic space.



Business Climate Forum 2023
The Secretary General of the Albanian Manufacturers Union Mr. Arben Shkodra, was part of the panel at the Business Climate Forum 2023, with the topic of discussion:
“Challenges of Growth and Productivity” ![]()
This forum takes special care as it serves as a dialogue platform with business to exchange ideas and opinions on the work done, as well as to share common challenges related to the business climate, productivity and human resources.

Albania Investment Council meeting – The impact of the minimum wage on work productivity
The Albanian Manufacturers Union, was part of the Albania Investment Council table, represented by the Secretary General, Mr. Arben Shkodra, in which a constructive discussion was held on “The impact of the minimum wage on work productivity”. The meeting was led by the Ministry of Finance and Economy, Mrs Delina Ibrahimaj.


Smart Specialisation Strategy (S3)- Opening Event
The National Team for the Drafting of Smart Specialisation Strategy (S3) held the opening event on the presentation of the Strategy (S3), where the Albanian Manufacturers Union, was represented by its General Secretary Mr. Arben Shkodra, as a member of the S3 National Team. Mr. Shkodra was part of the presentation panel, together with the head of the S3 National Team, Mrs. Linda Pustina and the director of SASPAC, simultaneously a member of the S3 Interministerial Committee, Mr. Ilir Beqaj.
An important part of this meeting was the welcoming speech of Deputy. Prime Minister of the Republic of Albania Mrs. Belinda Balluku, at the same time head of the Interministerial Committee of S3, which emphasized the importance and support of the Albanian government regarding this strategy, as a powerful instrument in the economic development of the country based on knowledge and innovation.
Another important moment in this opening event was the presence of the representatives of the Agency of Scientific Research and Innovation of the European Commission (JRC), who welcomed the initiative undertaken and emphasized the continuous support related to this process.
The opening event gathered representatives from the 4 Helix of the country such as: central and local government, academia, entrepreneurship and civil society, where every of them play a very special role in the drafting of this strategic document, which leads our country towards economic development in an intelligent way .

Breakfeast meeting with the Deputy Primeminister & The Minister of Infrastructure and Energy Mrs. Belinda Balluku
The Albanian Manufacturers Union, together with representatives of the manufacturing industries in the country, held a breakfeast meeting with the Deputy, Primeminister,also Minister of Infrastructure and Energy Mrs. Belinda Balluku.
The meeting was focused on 6 priority issues of manufacturing industries:
Public-Private Dialogue
Facilitation of Procedures (Deregulation)
Fiscal Justice
Employment and Vocational Training Issues
Export policies and strategy
European integration
During the meeting, there were many discussions and proposals for finding solutions related to the above issues, which create the possibility of a favorable clime for the productive sector in the country.







Smart Specialization Strategy (S3) – Meeting on BPO
The National Team for the drafting of the Smart Specialization Strategy (S3) started joint meetings with representatives of the business sphere, civil society, academia as well as central and local government to discuss the further assessment of the full potential of the BPO (Business Process Outsourcing) field, identified as one of the priority potential sectors for the country’s economic development in an intelligent manner.
Under the guidance of the head of the S3 National Team, Mrs. Linda Pustina and moderated by Mr. Geron Kamberi, simultaneously a member of the S3 National Team, as well as the support of Albanian Manufacturers Union,a panel discussion was held about “Challenges, opportunities and perspectives for the development of the BPO sector in the Republic of Albania”, where in a form of conversation among the attendees, was discussed the perspectives of each actor of the quadruple helix, especially related to the sector in question.
Part of the discussion was also the presence of Mrs. Arjodita Mustali, as an expert in the field of BPOs, who presented a professional point of view related to the sector in question, which helped to create a constructive debate among the participants, to more clearly identify valuable ideas and suggestions that help determine the taking of the necessary strategic measures regarding the most efficient use of the full potential of the BPO sector in the Republic of Albania.
